Play a normal match with Brock Lesnar with Paul Heyman as manager.
To perform Suplex City, when you have a stored Signature Move, Irish Whip (
+ 
) your opponent to the ropes and press 
on their return. Brock will then deliver 3 back-to-back German Suplexes.
After this, finish match as usual.
NOTE: I chose to do this vs. Fandango with No Manager and had Tyler Breeze attack me post-match after using the Break Out function to deliver a post match F5 to Fandango. Fending off Tyler Breeze also netted me the "Nice Try" achievement.

I can't seem to get this one to pop. Do you have to get the pin straight after doing Suplex City?

I don't know for definite whether it matters or not but I hit him with it twice and pinned him immediately after the second one. Good luck :)

Start a PLAY match as Brock Lesnar against any wrestler, build up to your signature, then perform it by pressing 
WITHOUT touching the left stick, as this will perform powerbombs instead of suplexes. Go on to win the match.
