I got this by choosing Sting. He already has the Blackout Payback and you can hit his finisher (Scorpion Death Drop) right after you activate Blackout. Charge up Blackout then Hold RB and press LB, as soon as the lights come back on, Hit Y. You should get the achievement right after hitting the Finisher.

If you don’t want to use vc to purchase Sting (I mean why wouldn’t you want Sting?) then Bray Wyatt is a good option as an already unlocked character

Create any one on one match and choose a wrestler with the Blackout payback ability (eg Undertaker)
Store a finisher and take enough damage so that both yellow and red payback meters fill. When the red one is available and both wrestlers are stood in the ring hold RB and press LB to activate the blackout
When the lights come back on press Y to do your finisher

You don't even need the minor (yellow) payback. Choose anybody with Blackout (or edit the Payback of someone you want), then edit out the minor payback. Next, get a finisher stored and charge up Blackout (goes twice as fast without the minor Payback). Then when the payback becomes available, hold 
and press

You'll need to choose a wrestler with the Blackout Payback, such as Sting, and play a match. You can do this on easy and Iron Man is a good way to not lose the match accidentally.
Get your finisher loaded up then take damage until your Blackout Payback is ready. Press

together to activate the payback. There will be a cutscene where the arena lights go out, you will appear behind your opponent. As soon as you see the 
available hit your finisher and the trophy will pop.
