Similar to all of the other Payback achievements, all you need to do is head over to the PLAY mode, select ONE ON ONE, select a match, I recommend pressing 
to change the match options and changing the momentum to FAST so the A.I. can get their finisher faster, select a wrestler, hit EDIT PAYBACK and make sure they have the red major TANK BUFF payback equipped. Now load up the match and let the A.I. beat you till your payback meter fills up. Once it is fully charged, the A.I. should be close to their signature/finisher. I waited till they used their signature move on before pressing 
+ to activate the payback buff (However, it is a fairly long timer so you could probably press it sooner). Once you activate it, just wait till the A.I. hits you with their finisher and the achievement should pop.
Note: Some of these achievements may not pop up the first time and may require a second try.

Again you will want to let your opponent beat you up until the red payback meter is full. Let the A.I earn a finisher and before they do the finisher (the best time would be right before a wakeup taunt), press

which makes you take less damage. Once active let the A.I hit their finisher without reversing it before the meter runs out. Jim Neidhart has the Tank Buff payback by default.
