Easy method.
Go to gameplay > balancing and turn payback level 1 and 2 rate up to 100.
Find a wrestler with only a top rope finisher i.e Ricky Steamboat.
Go to skills and under basic action remove top rope diver as an ability. This means they will be unable to use any finishers on you.
Set up a 1v1 match with payback fortify active and the other under none.
Under match options give three finishers
As the match starts use your three finishers on your opponent. Then let them hit you until you have your payback active.
Now rush with lt and take their three finishers. Each time they get knocked down immediately pick them up and you should be able to do it fast enough. Make sure your opponent doesn't have a sig active otherwise it may not take their finisher away.

Set up a 8 man battle royal and turn it into a pin only match, so people do not get eliminated over the top rope really quickly, give yourself only the rush skill and pick opponents who have top rope finishers so they won't use them really quickly and will still have some left when you get the rush skill.
Give everyone 3 finishers and just let your self get beaten up until the payback meter is full then charge away.

What superstars have top rope finishers? I only know of Jeff hardy

Montez Ford, Ali, Lince Dorado, Randy Savage, Reilly Flash and Ricky Steamboat definitely all have diving finishers.

First assign payback rush to the superstar you want to use, then create an 8 man match with ring out off and allow everyone to start with 3 finishers, let the opponents damage you until you can activate your red level 2 payback once you activate it you have to run around and knock your opponent over with 
and steal a finisher, since its a eight man match and each opponent should still have a finisher stored you should have no trouble stealing 3 finishers. You can make it even easier for yourself by editing opponents to only have top rope moves so they are unlikely to use any finishers.
