In Universe mode, at the Superstar Main Menu screen, select "Options", scroll down to curation menu and press

Simply start a new Superstar file on the Universe mode, go to options and curate. You'll have a variety of options, like I want to start a rivalry, I want a championship title shot, I want to form a tag team.
I started a new profile with Samoa Joe and chose the championship option and it popped right away.
