For the people that can't unlock this acheivement or others in the game. You need to delete all your saved data. And yes this will also delete and custom creations or downloads. I had to do this. Saved data from older patches is unable to get the acheivements. What you could do is delete the saved data locally. Don't sync your data and get the acheivements before deleting your saved data again and syncing your saves again to get your data back. But honestly your best bet it just to start fresh since there's a lot of bugs that carry over from previous saved games unfortunately.

Nice solution, you can also do this if you make custom rules and start with finishers on.

Alternative method. I tried using the irish whip / LB / finisher method but was never getting the prompt to hit the finisher. If you're having the same issue, this is how I got it:
Whip an opponent into any corner, press up on the right thumbstick to sit him on the top turnbuckle, then stand anywhere within driving range and wait for him to awake. When he does, he'll do a jumping attack where you can catch him with the RKO as long as you have a saved up finisher stock.
"Catch finisher" flashes for a split second. It's the same RT + A button press. If you happen to miss the timing, just repeat the process above of seating your opponent on the top turnbuckle until you catch him.

Very easy way to do this
Go to the Creations tab and click on Custom Matches.
Choose one on one, iron man (to give yourself more attempts), accept it all until the 4th setting. Move “FINISHERS” over to 3 so you automatically have 3 finishers ready for the match. Save the custom match.
Choose Randy Orton and Jeff Hardy. Play as Randy and let Hardy get to the top ropes then keep holding down the trigger and pressing A.
This can be hard, but I found it easy to let Hardy attack you until you are on the ground. He will go for the top rope most of the time. You need ti make sure you are standing though, so it may take a few attempts. It took me 2 too ropes to get it.
