Once in Superstar mode, scroll to options -> Curation Menu -> "I want to start a rivalry!"

Choose opponent and the achievement should pop once confirmed

I'm on the Xbox One version as I've already got this for Series X, but it will not pop no matter what I do on there.

In universe mode, after 4 weeks you get a curation notification pick i want to start a rival.

The achievement will be given immediately before the first battle in Universe mode (for a superstar).
