This is practically like having an additional level beyond the 7 listed. Once you buy the 7th tier in any of these sections, it will give you a pop-up lesson about "boosting" - it costs another 1-2 resources and a bit more cash (but by this point you should have plenty) to basically buy a one-week bonus to the stat that category dictates.

Once you buy a boost and confirm your booking for the week, the achievement should pop.
