Shield is under the upgrade menu at the title screen. You'll need about 30,000 to fully upgrade Shield to max. (1,500 x 20 upgrades)
Just playing through the game and killing enemy ships will give you enough. For me Stage 4 was the best. Enemies are plentiful and the end boss is fairly easy. I get about 3,500 to 3,800 for completing this stage depending on number of enemy kills and of course killing the boss.

How are you getting that much per run? I’m only getting around 1500

If like me this game has worn out its welcome for you, start stage 5 easy, turn on autofire with LB, and just press A to restart when you die. Auto/turbo A if you can and you can walk away.
As far as active play, higher difficulty = more $. I got about 5k out of level 5 normal and died at the boss.
