You will get some TIPS as you progress through the story. However, most will be found on the different floors of Phantom Field. TIPS that can be found on the Phantom Field floors appear as orange cat dolls. Press  to access the TIPS each cat doll offers. 

There is a point of no return in the game, as far as being able to get back to the Phantom Field. When you reach this point, TIPS #57 and #58 are not unlocked. These two TIPS will unlock closer to the end of the game. This may be a good way to check to see if you have the rest of the TIPS before you advance.
