I got this easily by outfitting my rookies with some of the best gear. The South America bonus allows you to instantly build armor in the proving ground. I saved up a ton of cash, researched the best AR style weapons (beam), and built 6 EXO suits.
Skip until you get a retaliation mission. The enemies will have a bunch of civilian targets to distract them a bit. It was July 31st when I did not.

Difficult Achievement, but a bit easier if you have the Alien Rulers dlc because of how strong its unique weapons and armor are with their "free abilities" that don't use action points. You have to use rookies who will have poor aim, but you can equip them with whatever gear you have on hand. If you have the shadow chamber up and running it will tell you on your mission briefing what enemies will be present in the mission. I chose to do this on a timed hacking mission because there were less enemies and and the hardest enemy for the soldiers to hit was a stun lancer. Rookies with the right gear will have an easier time dealing with a Sectopod than with Archons.
Gearing up your soldiers is whats important, try to have as many soldiers as you can in War suits or alien ruler armor. The heavy weapons in the powered armor don't miss if you aim them right, most are aoe, and some strip armor or remove cover, this will help in situations were enemies are bunched up or if the pod is alerted but you have little chance to hit. Mod their weapons, try to Give their weapon's Scopes to boost their poor aim, and stocks so even when they do miss they'll do some damage, or try to get lucky with repeater/hair triggers. If you see a lot of robotic enemies, especially a Sectopod, try to put bluescreen rounds on some soldiers. EMP grenades would guarantee a hit but a lot of the time you'll be out of range. Bluescreen rounds will devestate robotic enemies. If you see a group of enemies on a rooftop hit them with explosives so they take the initial explosive damage and the fall damage. Don't bother with medkits, you just need to complete the mission, most of your soldiers can die so long as you complete the mission objective.

This can be difficult on higher difficulties. It is recommended you make a backup save in June (on any playthrough) and change the difficulty to Rookie before beginning the mission. You should have Squad Size II so that you can bring six Rookies and you should equip them all with the best grenades you have. Be prepared to save scum.
