The highest tier weaponry (tier three) is unlocked by researching Plasma Rifle and Powered Armor*. Once the research is completed, you'll need to buy both which will set you back a hefty 250 supplies, 30 elerium and 40 alloys each.

You will need to research the Plasma Rifle and Powered Armor technologies, then purchase the SPARK's Tier 3 weapon (Elerium Plasma-Cannon) and armor (Anodized Chassis) in Engineering. Equip them on a SPARK unit, then the trophy will pop.
