You're able to purchase final tier hunter weapons once the following criteria have been met.
Either, you haven't enabled the story missions and you can upgrade them as soon as you complete the Archon Autopsy and Elerium Researches. (Archon Autopsy allows the Fusion Axe)
You need the Elerium research for the Powered Shadowkeeper and the Plasma Boltcaster.
You will need a Proving Ground if you have not enabled the DLC or are using the Integrated DLC that is part of War of the chosen to build the initial items.
If you do enable story missions (which I'd personally recommend) the ability to upgrade the weapons DOES NOT appear until you have also completed the 'into the nest' mission. (it will show up as Triangulated Position on your map)

The four DLC weapons are Bolt Caster (assault rifle), Shadowkeeper (pistol), and Hunter's Axe (blade), and Frost Bomb (grenade). You can purchase upgrades in Engineering.
