A SPARK is a special type of unit you can only get if you've installed the Shen´s Last Gift DLC. SPARK units can be built at the Proving Grounds after a story progression.
There are two ways this story progression is triggered:
If you´ve enabled the special DLC mission "Lost Towers" at the beginning of your playthrough, you will be able to build a SPARK after completing said mission.
If you haven´t enabled the DLC mission "Lost Towers", a SPARK can be built after completing the Mechanized Warfare research project.

You can build a SPARK unit from the Proving Ground once you have completed the Lost Towers mission (see A Torch Passed). The cost of building a SPARK unit on Rookie difficultly is 2 Elerium cores, 100 supplies, 20 alien alloys and 5 Elerium crystals (thanks to gh0stface for this info).
