Access hidden menus, on main menu, highlight options and enter the following:
Cheat Menu: L+Left+Y+Start
Backer Menu: L+Right+Y+Start
Within Cheats Menu turn on Infinite Health, Infinite Ammo, Infinite Grenades, Infinite Dog Tags and select any starting are besides "The HQ".
Start the game, and you should have 999 dog tags, complete the selected level, then max out your skills at the skill screen

The update as of 2/13/2020 has fixed the broken achev.
Collect dog tags from fallen enemies and in between areas you will be able to spend those tags. Buy everything except for the blue pill. You only need one gas mask. The other ones just feel up all stats.
I went for power and health first.
