After defeating the Leisure King and gaining control over his area in Real Estate Royale, there will be some NPC's that bow to you on Tenkaichi Street when you approach them. There's one just north of Serena and there's another one to the far south. They don't appear during the daytime, just in the evening or at night (if you're in Premium Adventure, you can change the time in Kiryu's/Majima's office). Stand near them and idle for about 15 seconds. The NPC will walk up to Kiryu and light his cigarette, unlocking this achievement. Check the video below for more details.

These NPC:s are also in other parts of Kamurocho as well as in Sotenbori. Pink Street after taking over the Pleasure district, Theater Avenue after taking over the Gambling district, on Iwao bridge of Sotenbori etc.

Edit: Turns out I was just too close to the mate that was bowing so the animation couldn’t trigger. Oops.

Once you have taken over an area in the real estate business with Kiryu, some guys on the street will bow down to you. Stand in front of them for a while. This took a while to work for me, but keep trying. Eventually they will light a cigarette for you automatically. You don't need to push anything, just stand there.

Well, it doesn't necessarily have to be the Gambling King, you can win this as soon as you take over the Leisure King's area from the store fronters that bow before you. But, that's just a detail. I found your post very helpful, thank you.
