This only requires playing the games, nothing more. You don't need to play well. In fact, it still counts if you exit midgame. You also don't need to do every type of the same game, for example you don't need to play every type of poker, just pick one. Since most of the games are extremely obvious, I just want to offer some suggestions on what you could be missing.

There are two arcade games that you can only unlock from completing friendships with Sega Hi-TECH Land girls, one in each city. In Sotenbori you need to play the Space Harrier game and keep playing it and exiting out to make the girl's friendship meter go up. In Kamurochi you need to do Outrun in the smaller arcade in the south.

There are a slew of gambling games in the homless park that unlocks in Chapter 10. I believe there are 5 games there, talk to every person in the park to make sure you got all of the games.

There's an arena that unlocks once Kiryu goes to Sotenbori which might also count as a minigame. You can see it on your map in the river.

Anyway, all the other minigames are just inside purple buildings on your map, and aren't hidden. So if you have the above done and you're missing the trophy, start heading back into the entertainment buildings and play the games again.
