Some tips I've discovered that are of use, which I'll try to update as I work through the list:
Don't bother trying to get Nouveau Riche to spawn without the Celebrity Perfume equipped, which can be gotten for 24 CP from the shrine under "Battle". I'd recommend getting this fairly early on so you don't have to try and grind it later though, and just encounter them naturally. If not you can run around, and if you don't see one (trust me you can't miss them, they're dressed in all gold suits) in 5 minutes, enter a store and exit. This resets the enemies wandering around, so you can keep "rolling" for them. The Nouveau Riche's spawning mechanics are so that if one spawns, they spawn everywhere, so you will probably find more than one, but once you beat one they all disappear. This is especially true with the Perfume which I'm not sure if it actually makes them more likely to spawn, or if it makes it more obvious they've spawned by putting them everywhere, I've had 3 in one area before, but could only fight 1.
40 Unique Heat Moves might seem hard until you realise the game tracks what ones you've done in a menu tucked away in the completion menu. Press Y to get to it and you can see all the ones you've done, and there are lists online for all the moves available. I played through the whole story before learning this menu existed tbh.
To earn 100mil from the catfights, I found it best to bet on Maria. Jennifer wins more but her odds are >1 until the 3rd fight, so you can't make a profit unless she wins 2 first. Do this late game when you have a load of money to blow. if you bet 99mil on a fighter with >2.02 odds on the first fight then if she wins then you can back out and you're done, provided you've done the 10 tournament wins.
On Outrun, always pick the right path, and don't be afraid to drop your speed if it means you don't crash. Crashing is so much worse for your score than going slow. Super Hang On is unlocked for doing the Luka Substory but don't worry, it's significantly easier.
Baseball, honestly you just have to practice a lot. I blew 400mil on this stupid minigame before I got the 5mil required. Just remember to be patient, wait for Kiryu's pose to stop, and that if you're doing the top tier bracket (the only one worth doing as all the others give basically no payout, and there's no difference in difficulty tbh), you need to hit 6 in a row, then back out, 5 times. If you hit 7 in a row then you get 4mil but it's not worth it imo cos it's hard enough to get to 6. Basically don't get greedy! I tried 3 times to hit the 7th target and failed, which would have been 3/5 of the minigame done if I'd just backed out at 6! The pitches never change so you can just learn it by muscle memory, but the pattern is basically: Fast - Fast - Fast - Slow - Fast - Slow. All that matters is aim and timing.
The Legendary Drinker item is great for completing bars, as it lowers how drunk you are, allowing you to drink more. Stock up on these when completing bars.
Bowling isn't too bad, just look into how to consistently hit strikes and you'll be fine, and how to hit the split games. You don't have to do a flawless split game, doing 6 isn't a massive pain and gives you about 8mil if memory serves. Similarly the UFO catcher is not too bad, just keep an eye out for the Jumbo toys and check what ones you've already got in the completion menu by pressing Y in the menu.
Dancing is a pain, and a matter of practice. I found it easier on some songs to mute the audio and just use the visual cues, as I felt the song's beat was putting me off on the harder songs. Also use the Dancing Fever as much as possible, it's an easy 800 points, which can be done up to 3 times per song I believe.
Karaoke is easier, but is still a pain. If a song have Lively Interjections as an option then that's the only way to score above 90. Thankfully you don't have to perfect the songs.
Pocket Circuit is trivial with a guide. Just be sure to go the Ebisu Pawn and get Killer Bee for 50mil, and I believe the store opposite sells a few parts too that will help.
