As reported by SonOfBeckett among others, this is now obtainable normally. I’m leaving the below solution in place in case it breaks again, or someone is still having issues.

Sort of related: they’ve also fixed the issue where saves will become corrupt and no longer unlock achievements. However, saves that have already become corrupted aren’t fixed, so you still need to replay from an earlier save before it got corrupted (hoping you have one).

Glitched, but obtainable. It doesn’t unlock when unlocking all other achievements, however, all you need to do is trigger any other story mode achievement unlock condition, and it should pop.

So I just loaded up my last save, hit the streets and pressed X to throw some money, which triggers

The Make It Rain achievement in Yakuza 0 worth 32 pointsThrow away money on the street.

and then it popped.

Before that, I had tried completing a Climax battle, which didn’t work. So it seems like you need to trigger an achievement that can be unlocked during the story mode, however any one will do.
