Pick up 30 pieces of trash from the beach in front of Morning Glory.

How to unlock the Master Environmentalist achievement in Yakuza 3 Remastered - Definitive Guide

Outside of Morning Glory Orphanage is a beach that will always have certain items like a wooden crate that has many different kinds of items in it, smaller boxes that can give you items like gold plates and other materials for modding weapons or you'll get trash items such as sticks, bottle, etc near the water edge. You need to pick up 30 "trash" items meaning it has to be trash items like broken umbrellas or bottles that Kiryu will say he'll throw away. Any item that goes into your inventory is not considered trash.

You can keep checking the beach each time you come back to Morning Glory but there's a quicker method. Have at least 1 thing of fishing bait on you then go to the fishing rod on the beach and select "go fishing". Once in the fishing menu, immediately exit it, and a new wooden crate/small wooden box or trash item will spawn right away.
The box items on the beach have a small chance of containing trash (you'll usually get items like springs, textiles, or bait that doesn't count towards this achievement). So I'd recommend keep going in and out of the fishing menu until you don't see any boxes on the beach. This achievement may take a while to get if you happen to be super unlucky with spawns.

I had a question on this one, I've thrown away about 15 pieces of trash but I still haven't gotten the volunteer achievement for throwing a way 5. Is there any special conditions for this?

Could just be a somewhat glitched achievement or could be certain achievements just aren't unlocking or showing up on your profile. Some achievements have been somewhat buggy for the remasters mostly has just been Yakuza 4 for the most part where you would just have to reload the save or restart the console and it pops.
Hopefully, it's not the certain achievements just not popping up cause sometimes that takes a day or two to correct itself. The last time that happened to me was either a year or two ago for Arkham Asylum Xbox One version for just defeating Scarecrow for the last time.

I believe it only counts if you DON'T receive an item. I received the Volunteer achievement after picking up trash and NOT receiving getting anything.

Nice solution to use the fishing activity to reset the spawn - much faster than running back up to the road and into the city then coming back, like I was doing.

What @XWiishireX said is correct - everything you pick up counts as trash, including the boxes as long as you do NOT get an item out of it. I picked up dozens of boxes and only 3 were empty, but I kept track so I can confirm they count. Therefore, the odds of a box counting toward the achievement are low. It's not worth the time it takes to run over and grab it, so just roll the dice again instead. On my TV it was hard to tell whether it was junk or a box sometimes, though.

I really dislike achievements like this that are nothing but a big waste of time.

Best method. Note that there will 100% be something on the beach every time you exit fishing, and some of the junk is not visible from the fishing pole, so if you don't see a box very definitely go looking for junk, it can be in the water a bit and easy to miss.

Anyone have issues with the Volunteer achievement but not this one? I got Master Environmentalist after 33 pieces of trash and still haven’t received Volunteer.

It took me about an hour to get around 21 (I was counting along), although I was picking up most of the boxes.

(I had probably done the other 9 previously.)

It'll take about 1-2 hours to get the trophy.
