A short story focused chapter. Once you leave stardust go to Pink Street, turn left, go as far north as you can go, then left into the alley, and back north towards the tower. To your right will be an alleyway that will start the a fight. The large blond man has the most health so prioritize him last. once you get his first health bar down, there are a pail of pliers nearby that will take out most of his second health bar. When they are defeated the achievement unlocks.
