There are 119 substories in the game, you must complete all 118 other substories (including all 10 cabaret girl substories), all of the Hitman missions and all of Minamida's IF7 fights before the game will unlock the last substory - the usual Amon fight. More than half the time it crashed the game and quit to home.
Phase 1 - Amon uses two Photon Blades as Kali Sticks, he has one animation where he makes a sound and does a big flurry of swings which you cannot block and he's invincible during this so just back away. You can Tiger Drop his left-right-left swings but the timing is brutal. I used Staminan Sparks and tried weapon heat actions where I could and just took all his swings trying to tiger drop. You only have to knock two health bars off here to activate his next (and dangerous) phase. It's worth using up all your non gun weapons up in this phase, they'll be almost pointless to use afterward. He's just really hard to get good damage on here, especially as he can block from behind.
Phase 2 - He basically turns into Arase this phase with his two guns, except if he hits you with the guns they push you back FAR. This is bad since then he'll (try) to unleash a ton of explosive cannonballs which not only do a ton of damage and almost stunlock you but usually it would crash my game to home. In this phase he'll destroy any non gun weapon when he hits you, instantly taking it to zero health. The best way to knock him into next phase is to bait his backflip kick into gunshot, quickstep behind and him and unleash 3 or 4 light hits. It takes time but it does work well. It's best not to hit him if you wait too long on his backflip kick or his other animations since he has a counter. It's a must to stick very close to him, I found having heat drastically reduced his knockback which with the game crash I could not afford.
Phase 3 - A mix of the previous phase and up close kicks, this is a good place to tiger drop him but the timing isn't easy, it's also possible just to repeat the same phase 2 strategy. There's not much else to say other than do not let him knock you away.
If you've played 0, 1 and K2 you might find him a little easier than all of those fights and he doesn't do *that* much damage, keep an eye on your health but you'll have more than enough healing. I had three failures due to the game crashing before beating him, so it's not impossible but very frustrating.

Just to add, it needs to be evening before taking with Ibuki, otherwise the substory won’t trigger. (You can change time of day by talking with Mama at New Serena)

I'm on Xbox One, and I'm getting crashes every time. My last attempt, I was staying close to him while not getting hit, then he just somersaulted out of there and crashed my game. Not really much I can do about that. If anyone has any workaround suggestions, I'd certainly take them.
