This should be a relatively easy achievement for anyone already 100%ing this game. After doing all of the sub stories I had around 8 million yen and I had spent a bit upgrading some weapons. If you need any extra cash there are two methods. When you beat the game on hard you get 3 million yen that carries over in a new game plus. Otherwise you can use the cheat items on roulette to obtain many chips and buy platinum plates that sell for 100k a piece. If you are going for all the mini games you should have a fair mount of chips to spare. There is also the option of speaking to the lady with the crystal ball either in the 2nd floor of the market or in the abandoned construction site. Her game modes do award money but at a slower pace than the other two methods.

It has to be 10 million all at once, it’s not cumulative. I only had about 7MM gross after my first play through on Normal and getting everything else done. Buying gambling sticks took a chunk away from that so had maybe 5MM. You get 3MM for beating the game on Hard so budget that in if you did your first playthrough on Normal. You don’t get any cash reward for playing on Legendary.
If you use the gambling cheat items and sell all your stuff (make a save before doing so), you should be able to hit this in first playthrough without any real grinding.

10,000,000 in your possession all at once or cumulative over time? I've spent a couple million on maxing the 9 hostesses, and I'm thinking I should've waited til after I got this achievement if you need the 10 mil at one time.

The best and quickest way to make 10 million yen is gambling at the casino. You can unlock the casino once you arrive at Kamurocho around chapter 5. There should be some punks squatting down in the north streets of Kamurocho which will trigger a sub-story.
