In order to unlock the gambling hall in this game you must first complete substory #62 - Return to the Dragon Palace which unlocks as soon as chapter 5. The sub story will appear south of where the taxi would be in the hotel district of Kamurocho in Yakuza 0-Kiwami 2. To be more specific it starts on the east side of the Batting center building where you’ll see homeless hunters trying to beat up a homeless person. This sub-story doesn’t take super long It's just a few fights, wait a minute for the homeless people to come back to the Dragon palace and you’ll get a call saying it’s back in business.
There are 2 ways of easily doing this one of them can net you a lot of points in roulette if you got the Zero jewel from Rikiya during Chapter 6, as you were showing him around town even when offered the chance to continue the story you can pick the option to show him around town instead. At the end of that section you and Rikiya will end up in public park 3 and get the scene with both of you talking. After you’ve gotten that go to the dragon palace and buy 1,000 chips. Make sure to make a save before you play roulette because if you guess correctly on which exact 0 it will land on you’ll even more money then just betting on in general 0. After you’ve made your save use your zero jewel in roulette and place your 1,000 bet on if you think it will land on 0 or 00. If you guessed the right 0 you’ll earn 36,000 chips which can get you a lot of platinum plates from the exchange windows in the gambling hall and make a few million from selling those to the pawn shop.
The other ways of getting this if you did not get the zero jewel from Rikiya during chapter 6 is by simply beating the game and you can get it by collecting one of the premium adventure rewards from Bob either who will be at the monorail in Ryuku if you're in Okinawa or by the entrance of Tenkaichi street in Kamurocho. Another way of doing this is by making a save after buying 1,000 chips and just winning three times by guessing if it’ll land on red or black.

Thank you. I thought I had to win at least 3000 in all three games but making a splash in only one of them is enough

You can gamble in the casino in the Dragon Palace. The easiest way to get the trophy is to bet in roulette. You can bet up to 1000 chips and by betting on red on black (most simple bet) you can get 2000 chips. Keep trying until you win twice. Obviously it's best to make a save prior to visiting the casino so you won't lose money you've exchanged for chips.
