As I can't find anywhere else to add this - but I was having a massive problem with the 'glitch' in the chase sequences where Kiryu would just stop running. It was a nightmare on the Legend difficulty using an Xbox Series X and the controller that came with the console.
Eventually I tried my sons Minecraft Pig controller - not a single running glitch.

For anyone that wants to know, this should pop around 20 minutes after defeating the final boss.

Just beat the main story. Simple as that. Be sure to always have a 100% full inventory of healing drinks before any main story mission.
