How to unlock the Fashionista achievement in Yakuza 4 Remastered - Definitive Guide
Late into Part 1, you'll be introduced to Hostess Maker as part of the story where you'll have to help Lilly with her test. Later on in the part, after Lilly departs after you've given her the money for completing Akiyama's test you'll get a call from Elise's manager saying that he need help and to go meet him. If you played Hostess Maker in Yakuza 3 it's very pretty much the same concept of mixing and matching outfits, makeup, and accessories to please whichever of the 4 stats the customers want. When you're first playing it getting through the story don't try to spend too much money on Lilly cause whatever money you have left from this will be put into the amount you'll have to use when you start doing this with the other 3 girls. Once you get this call go over to the club and go inside and you'll be talking to the manager who called you and he'll ask for your help trying to find girls for the club. There are 3 girls total you can recruit but you can only train 1 girl at a time. These are the names and locations of where to find these girls.
Hiyori is found right outside Millennium Tower. She'll be speaking to her dad and will run off. Follow her to the west and you'll see her having turned the corner on the right.

3: There are 23 outfits you can buy but you only unlock a few outfits for every 3-4 full shifts you complete.

Note: You do not have to buy every different variation of a dress you only need to buy 1 of every dress to get this achievement. I've gathered two important details online that you might want to add as an edit :
1) the cosplay outfits (Cheongsam, Maid and Schoolgirl) are only available after the Cosplay Event that occurs during the 2nd Hostess run, so you can't unlock this achievement with your first girl but you can still buy the 20 "regular" outfits with her.
2) If you're sure you have bought all the 23 required outfits but the achievement still won't unlock, check out theugly retro outfits Cache-Coeur and Flashy suits, because they have different patterns within their category.
Cache-coeur has 2 = spiral-ish that kinda looks like the Ubisoft logo + waves. Flashy has 3 = the first one with a black and white pattern + animal (zebra or panther) + tartan.
This might need confirmation from other players but I can tell you that it didn't unlock for me until I got the 3 Flashy Suits patterns.

I did it on the windows 10 version 2 days ago and only bought the one flashy suit. Yakuza 4 for whatever reason is just somewhat buggy with some achievements.
