How to unlock the Seven Pairs achievement in Yakuza 4 Remastered - Definitive Guide
For this achievement, you must get 7 pairs of tiles in mahjong with a concealed hand. The concealed hand part doesn’t matter much since the only way your hand is no longer concealed is if you call pon (stealing a tile from someone who put down a tile that would give you a 3 of a kind), calling Kan (Having 4 of 1 tile), or by calling chi (stealing someone else tile they just put down that would give you a straight. Example someone put down a 3 bamboo and you have a bamboo 1 and 2 so you steal someones 3). So this achievement may take you some time to get just because of how rng this is. The only thing I can really say that would help with this achievement is watch what your opponents puts down. If you have a tile that still needs another one to get a pair for and 2 other people have put down that exact tile it’s time to probably abandon it since you’re probably not gonna get dealt that 4th and last tile since there’s only 4 of every tile. At the end of the game if you have 6 pairs and someone plays the last tile you need you can call Ron on them to steal their tile to win the game. If you draw the last tile you need you’ll be calling Tsumo to win the game. I have no idea if calling Richii would hurt this achievement or not but if you are just missing one tile left to win hit X to bring up a hidden menu and click on Richii (If you even can) and select which tile you want to discard. It will tell you how many tiles are left in play and hasn't been discarded yet. Announcing Richii says to the other players you only need one tile to win the game and will speed up the game a bit and will auto discard tiles that won’t win you the game and will pause on a player or yourself if they have the winning tile you can steal.

You can call riichi but still you must not steal the tile.
EDIT: I think the achievement is glitched as i have done riichi and then stole the last tile 2 times, i wasn't sure i've done seven pairs at first attempt. Now i have done seven pairs in tsumo, didn't even called riichi to be safe, and didn't pop.
EDIT#2: I even tried a seven pairs with all pairs different from each other, for example no 2 pairs of 2's, in tsumo. Still hasn't unlocked. I'm pretty sure it's broken. I'm throwing the towel.

ah... the mahjong achievement... the reason I've not 100%-ed a Yakuza game yet. Thanks for the info!

You need to collect 7 different pairs in your hand and declare Tsumo. The main thing is not to forget that if you discard any tile from your hand and the second time it comes into your hand, then you can immediately discard it - Tsumo will no longer work with it.

The last tile can also be taken through Ron.
