To unlock this achievement, you must play the pachinko minigame at the Volcanic Volcano to get 500 balls, and then trade them in for the trophy item. Same here with needing to reload to get it to pop. Popped immediately after purchase (the second time).

Just here to echo what everyone else is saying. Use the item, buy your balls, get the jackpot, exit the mini game, leave and save. Purchase the trophy, dashboard, reload save, purchase again. I tried purchasing without doing this and it didn’t pop.
