You can craft weapons at Kamiyama Works. It’s in the north east corner of the map, just south of purgatory. Kamiyama Works opens early on in the game: chapter 2 of part 1. There’s a weapon shop on the western roofs as well, which sells some of the base weapons.

Below I list the first weapon I created from each. I think they’re the fastest (and maybe cheapest) to get but there might be a more efficient way.

These are the weapons I got in each category, in order of when they became available.

Part 1 (Akiyama)

Hi! Just a quick comment, for the Slashing Tonfa the recipe actually calls for an Iron Tonfa, not a Steel Tonfa. The price is ¥11,000 for it.

For Part 3’s weapons, I accidentally got the resin with another character, so if you’re still doing story and want to make another Tonfa, a good alternative is to make the ruler one. It’s iron tonfa, and an ash and maple wood, which you can easily earn from easy and normal batting cage (If you don’t mind getting another 2 prizes from that mini game, of course).

Edit: didn't unlock for me until I restarted my game and it unlocked at the main menu.

Ebisu Pawn and the Weapon shops sell different weapon bases for each of the different characters.

A helpful little thing is that as long as you have the weapon on hand, the extra materials can be in your item box (maybe even the weapon)

If you want to save money and resources, you can save before crafting weapons, get the achievement and load. The weapons are modified by Kamiyama in a workshop located south of West Park.
