The Hostesses can be found in Club Shine on S. Pink Street and are accessible in Chapter 1 when you first gain control of Kiryu. While you need to get them individually to Diamond rank in order to unlock their substories, that is not required for this achievement. Simply request each one for the achievement.

Since it's Chapter 1, you may be strapped for cash. There's a secret safe (I'm not sure if it's on the map. It wasn't after I looted it.) on the roof of New Serena that has 1 Million Yen (NICE!!). Here's the code to open it: KP56VFA9MX2B7LH (NOTE: The code does not need to be in all caps.
