This is available very early in Chapter 5 - "Masked", when you are given time to explore the town and gather info.
Proceed to the story destination marker where you will need to beat up two JUSTIS thugs. Watch a few cut scenes, and when you have control of Kiryu again you'll need to talk to the guy in the red jacket in order to start the Clan Creator tutorial.
The tutorial fight is very easy (or at least it was when I was playing on Normal). Just deploy lots of the red Brawler units to overwhelm your enemies. Once you're done, beat up a few more JUSTIS thugs, watch another couple of cut scenes, and when you have control of Kiryu again speak to the guy in the red jacket to open the Clan Creator menu. It's at this point the achievement will unlock.

Pretty sure did this and no achievement

It's where I unlocked the achievement. Have you been using quick resume whilst playing? It can affect achievement unlocks.
