I'm only going to post a list of the employees I recruited until I got the achievement. There are several other employees you can recruit, and I'm currently in chapter 5.
Purchasing the DLC makes this achievement far easier to complete.

NOTE 1: You can recruit the street bosses after defeating them in a fight and entering a place of business. They will be in the same spot.
NOTE 2: Other than SSR, I'm not sure which ones are DLC and which ones aren't, but after purchasing it, you can find all four packs at once in Serena (there is a LOT of content, especially the employees).

There are many more than 50 workers that you can recruit so this trophy is quite easy.
There's two ways to recruit: Put out flyers at the Majima Construction menu (talk to Majima once you unlock this minigame), or talking to workers around Sotenbori/Kamurocho once they can be recruited.
To get workers to appear around Sotenbori/Kamurocho you will need to do substories or beat street bosses (these are unlocked by simply fighting lots of random enemies).
Putting out flyers costs money but you can get lots from the Hostess Club minigame, so I'd recommend doing that for a while until you reach 10-15 million, then put out tonnes of flyers.
