Yakuza Kiwami

This should come naturally as you are farming Majima or if you are defeating him and doing his side missions as you come across Majima around town. After a certain number of times encountering him you may receive emails that have you go to specific locations. After a while you will receive an upgrade that allows you to sense Majima when he is in proximity to help with your farming. Once you complete the C to B rank up event the achievement will unlock.

**note**
This achievement can not be completed in chapter 4. Once you reach the end of rank C you receive a text from Nishida saying Majima is resting. Proceed in the main story and in chapter 8 you will receive a call for the B rank up event.

Mjima everywhere rank up events:
G to F - You'll get a call from Nishida. He'll tell you to meet Majima in front of the Millenium Tower and not to bring any weapons. So, that means you definitely want to bring a weapon. Just have it in your inventory and walk in front of the phone booth in front of Millenium Tower (green circle on your map). Officer Majima will approach you and fight you in Slugger Style. This will unlock this costume for patrolling.

F to E - You'll get a call saying Majima is "setting up" on a main street. Go to the crossroads of Nakamichi near Smile Burger. Note the giant shaking cone. Check it out to find Majima, then defeat him. This will unlock "Hidden Majima".

E to D - You'll get a call saying Majima is at Asia, the bikini bar on Pink St. Talk to the guy at the entrance to be let in. Majima will face you in Breaker Style.

D to C - The call this time says Majima is on Senryo Ave. Go to the marked area and OH NOOO ZOMBIE MAJIMA! Beat him up and you'll have to flee and fight more zombies on the way through the alleys. You'll go through a few sets of fighting Zombie Majima and his goons, but Majima will just use Thug Style throughout. This will unlock this costume for patrolling.

C to B - The call says that Majima is in a "foul" mood and he might hit you with a bat. Yep, the Batting Center. Head there and pick a cage. After your session, you'll fight Slugger Majima.
