I want to add from my experience here that Thug Majima seems to be tied to the Todo Building encounter. The one down by Tenkaichi Poppo has consistently been Breaker Majima for me and the one by Akaushimaru (a restaurant) seems to always be Mad Dog for me. I’m not sure if there’s a Slugger Location but I bet there is.
