In chapter 4 right after you leave the bar Bacchus you get a phone call from a Shimano family lackey telling you Majima is in front of the Millennium Tower. Go to the green circle on your map and Majima should appear in his police getup.

Through-out the game Majima will try to ambush you. If you see Majima dressed as an officer walking around, simply approach him. It's entirely random if he spawns as officer Majima or not.
Alternatively, at chapter 4 you can simply go outside Millennium Tower and Officer Majima will automatically appear.
