Battle Majima 4 times on the streets by running into him randomly, he seems to like hanging around the Serena bar area. Majima should be using his blue brawler skill to fight you. Once you beat him for the 4th time you will receive an email to go the club shine, you have to have been to shine already else go to the MEB and have the staff escort you to Shine. If it’s your first time do the first Rina talk. Re-enter the club and an interesting cutsceen will start and you will meet Goromi prompting the achievement to unlock.

Some sources online report having to re-enter Shine a few times to get Goromi to spawn. Also if Majima is sleeping or away she will not spawn. He will go away for the first time when you reach rank B with Majima everywhere. My recommendation is to try and do this in chapter 4 since this is the first place you can randomly find Majima around town.

This was a pain to get for me, I was actually on chapter 8 when I got it!
I had the text message to go to Shine but every time I did I either got the usual hostess (and maxed her out) or nothing. Majima had also completely stopped appearing in the game for me since chapter 4. I went in and out of Shine many many times but nothing else happened so I thought I'd never get this and the subsequent Majima achievements. It wasn't until I eventually found Majima hiding under a big traffic cone near the burger restaurant that I could progress this, Goromi appeared the next time I went to Shine after that and Majima then started showing up around town again. So if you're stuck like I was, check out that cone! I must have walked/ran past it dozens of times whilst playing the game, but unless you're specifically looking for it it's virtually impossible to notice that it's moving slightly. Approach it and interact and out he pops.

I am on chapter 13 and i have him at sss and have 35 abilities and he never spawned.
