Didn't unlock for me at 51%. any tips to resolve?

unfortunately if this achievement did not unlock after a hard reboot you will need to re-acquire 50%. Its a known bug in the Yakuza series and sleep mode on xbox.

Getting 50% is rather easy and should be doable well before the end of the main story. I would recommend eating all the food at all the stores and racking up 200 kills in the 4 different styles for some quick and easy points. The pocket circuit mini game also gives you 1 point for each course won. Avoid substories, Majima Everywhere and other minigames if you want this done as fast as possible.
