Story related. After you learn where the location of Haruka truly is then you are asked to go back to purgatory. Date informs you to talk to him to go to a different location. This is just informing you that you will be away from Kamurocho for a while so do anything you want first before talking to him. After you talk to him a cutsceen will play and the chapter will end unlocking the achievement.

to find Haruka's location first fight blue gang at children's park, then fight white gang at champion district, after that you'll get a marker to go too debolah
