How to unlock the The Dragon of Pocket Circuit Reborn! achievement in Yakuza Kiwami - Definitive Guide
Pocket Circuit is available starting in chapter 4 but I would wait to complete this until after you get the parts from Purgatory's weapons dealer in chapter 6. He will have a couple parts necessary for the builds I am going to show you.
Credit for these builds goes to kouryakutsushin.com.
Above is a chart I imported to Excel to make it easier to read. Everything worked including the boost at the champions cup. You do not need to do the side-story quests related to Pocket Circuit just the tournaments for this to count. For the parts remember that after every 3 races you win the parts shop will be updated. Remember to bring a fair amount of cash for the last few upgrades they cost a pretty penny at the end. Also don't forget to check Ebitsu Pawn for a couple of parts but you can get those starting in chapter 4. Reminder, a couple of parts are found in Purgatory so again stop racing when you get to the Intermediate cup because the super slick tires are found at the weapons shop guy in Purgatory in chapter 6. The bumper plate can be swapped to the new bumper plate but I saw no difference. If you are having trouble at any of the races it is either because you are still flying off the track, which is just rng, or you are not fast enough/too heavy, I recommend switching cars. I used the Killer Bee found at Ebitsu Pawn for most of my races and the Devil Killer for the final race. You may not be able to use Killer Bee from the start because of the parts restriction but the starter car works just fine. Good Luck!

Thing I just learned is to be sure to follow this list *exactly*. For example, in Standard Cup i had the points so i used side stabilizer 2.0 instead of the listed one, and always ended dead last. Just because you have the points, a better part does not = a better race.

I came across a website which has some solid builds for each course:

Just a quick note, don't worry about boosting on any of these races. If you don't win the first time try again with the same build as there is a bit of RNG involved. Always be ready to press the circle button so you don't fly off the course.
If for some reason you cannot view the above webpage:

If you do not have enough Yen to purchase required parts you can grind it out at the Coliseum which is probably the best way to make money in the game. I also strongly recommend equipping the "Socks of Fortune" as early as possible, this item can be traded for 10 CP from Bob Utsunomiya (the clown guy on Tenkaichi Street Gate.)

A difficult trophy, to obtain which you will need to win all pocket car races.
The most important thing is to update the details after each victory. Only after trial and error will you be able to assemble the right car for a particular track.

In order to assemble a suitable car, use the second line from the top in the dialogue with Fighter, there select a track, a car and customize it as you want, then run a test on this track and see how it behaves. In this mode, you can move time forward and backward to understand where it flies out or enters the turn incorrectly. At the same time, watch the time she spends completing the circle. Essentially, you compete in these races not with opponents, but with time. The faster the car reaches the finish line, the higher the chances of winning. In order to know the approximate time of success, just try to drive the race once in the tournament and time how long it takes the first place to finish the race. You just have to beat that time.

Addition to the tip with screenshots. On the 2005 Cup you need to install a New bumper plate, it will go like clockwork. With a regular bumper there will be crashes.
