How to unlock the Jack of All Trades achievement in Yakuza: Like a Dragon - Definitive Guide
The way I personally got this achievement to pop. You also don't need to get every job to Lv. 99, Lv. 28/29 is considered "max"
To preface, I was in the post-game and had everyone between Lv. 75-80. My party consisted of Kasuga (Hero or Whatever class that was being worked on), Nanba (Bum), Joon-Gi Han (Hitman), and Adachi (Whatever was worked on).
I would suggest using the Kamurocho Theatre Dungeon. Go through the first area (I just ran from every fight to get there faster but feel free to do them). Once in the "Kamurocho Underground BF2", I did the same and ran from every fight until I got to the first group with the Invested Vagabond. To start, I personally made a point to use every character's area/multiple enemy skill. Joon-Gi was my point and using "Divine Shot" took out most of the enemies and occasionally the Vagabond itself. If you don't take him out, don't worry. Just use attacks that have multiple hits. Usually Nanba's Pyro Belch and Joon-Gi's rapid fire were enough for me to take the Vagabond after taking out the other enemies. The Vagabond will run from the battle on certain occasions which can be irritating so be aware of this. Move ahead a bit more and you'll get to another group with the Vagabond but with normal Yakuza which are easier to drop than the first group. There are 2 more groups in the BF2 a little further on in the dungeon. Repeat the same thing you did with the first group with the following groups. Then run back to the checkpoint and run the route again.
Every time you defeat the Vagabond you'll net:

You can also break open (With Kasuga having the "Demolish" skill) a weapons shop near Hamako's building in Ijincho where you can buy +Job Exp gear:

There are also 2 pieces of +Job Exp gear for the Musician and Clerk jobs found in the casino accessed via the secret door in the restroom near Chinatown. You have to trade chips for them, it’s 300,000 to purchase enough chips to trade for both, or you can of course try to win the chips on your own!

The Sotenbori Arena works wonders for early levels too right when you get there.
Also might be worth noting that it doesn't have to be Ichiban's jobs that max, and that your party's maxed jobs count too. I maxed literally all 7 of my party members' jobs at the same time in the Sotenbori Arena and got the achievement.

For this achievement, "max" rank is actually Level 30 for each job (the original max in the Japanese version of the game). Jobs now can go up to Level 99. You only need seven different jobs across all characters to hit Level 30 as well, so assuming you have diversified your characters, you'll get Rank 30 with each of them around the same time and unlock this achievement.
