How to unlock the Fulfiller of Dreams achievement in Yakuza: Like a Dragon - Definitive Guide
This achievement is obtained through completion of the Final Millennium Tower. Not the True Final Millennium Tower, that would be the "Victory of The Millennium" achievement.
To preface, I ran the party of Lv. 99 Kasuga (Hero), Lv. 99 Joon-Gi Han (Hitman), Lv. 99 Saeko (Idol), and Lv. 99 Adachi (Detective). The highest level of enemy is Lv. 80 (bosses) so I would suggest at least being around Lv. 75 before running it. Admittedly, I overdid it on the grinding but that was in preparation for the True Tower. Feel free to go to 99 just to get it done. Before you run the tower, it is important to know the following about the tower: No save points, there are a couple health stations and item boxes (Primarily right before bosses), bring healing supplies even if you don't end up using them.
Throughout the tower, you will face a total of 5 bosses (Thought Entities), they weren't too hard for my run but results may vary depending on level. They maintain the attacks and weaknesses of their main story counterparts but have a much lower hp. These are also a great way of farming Yen, and I would suggest drinking a Sengoku Coffee at some point during the fights for the x1.5 yen. The boss I had the hardest time with was Kiryu primarily due to his defense but it was still a quick fight. I also found that the rocket launcher chews through any of the bosses but you can only carry 2 at a time & isn't really necessary but it aids in speeding things up.
2nd Floor: Lv. 70 Saejima Weakness: Cold
4th Floor: Lv. 75 Majima Weakness: Heat
5th Floor: Lv. 80 Tendo Weakness: Electricity/Stun Paralysis
6th Floor: Lv. 80 Kiryu Weakness: Cold
Final Floor: Lv. 80 Shin Amon Weakness: Normal Strikes, Blades, Bullets, Cold, Electricity

How long does it take to get through the tower roughly? I'm going to try at level 85 with my characters.

For me, the tower took around 20-30 mins maybe. I'd say 30 mins max if you run into some trouble. I also skip/run away from the battle in the lobby against the Subjugation-Kun as well as skip the couple little side rooms as there are some items you can get, there really aren't necessary (to me at least)

This achievement is unlocked by completing the Final Millennium Tower. You will face a harder version of this for Victory of the Millennium (80G) so see that solution for preparation tips.
Once you beat the game, you will be given access to Premium Adventure which allows you to free roam and do side missions and activities. One other thing you can do is a post game dungeon called the Final Millennium Tower. The Final Millennium Tower basically has you replay the final dungeon of the game but with tougher enemies this time including clones of Majima, Kiryu, and Saejima. Honestly, I found this dungeon to be pretty simple since I did it after finishing everything else (other than the True Final Millennium Tower). If you are at least level 70 with a job at level 30+, you should okay to tackle this dungeon and have little to no issues. Once you defeat Amon on the top floor, you will earn this trophy.
