Pretty easy achievement to get.
Start a new game and go through the tutorial and story.
You will eventually start getting audience with townsfolk during week 1.
At the start of every new week you will have to deny every request for gold, supplies and general you get during these audiences and your contentment will hit 0 or below by week 6 or 7.
A cutscene will play out the week after you hit zero and the town will ask for gold and supplies. Deny this request or achievement will not pop.

I hit 0 contentment but there was no cutscene and it never popped. The treasury ran out of gold instead. 😐
