This achievement begins Week 3 when a petitioner asks for money to invest in his inn/tavern business. It will cost you 12G initially. He will come back Week 5 and offer you 1G / week don't accept this and choose he must be joking. I choose to accept 3G / week. This part isn't required, but will just help you down the road.

Then he returns with an issue of the tavern becoming a brothel of sorts, and has issues with people getting unruly. Choose "You should be happy with the extra money" when the option becomes available and then he will ask for 28G to solve the issue by hiring guards. If you don't have the money there is an option for him to come back later ( 2 weeks later ).

He will return in two weeks after you pay the gold and tell you things went well and your profits increased.

A guy will come with a business proposition in week 3. Give him 12 G and the I have a business achievement will. The guy will come back in week 5 to talk profit tell him that 1 is to low and ask for 3 ( it works wth 1 as well but why not make more profit – if you choose 4 the tavern will bankrupt ). He will be back again in week 14 to ask for protection. Choose you should be happy with the extra money and then give him 28 gold. One last time he will be back and this achievement will pop
