This achievement is a two-step one, obtainable fairly early in the game.
1) In the first weeks (before the wedding) Asalia will prank her sister and she'll get grounded. You have to decide how, by speaking with her in the gardens. You have to pick the option of not letting her go to the market. (the other options were banning horse ride or ban games).
2) After a week she'll show up with swords in the garden. Practice it with her and the achievement will unlock.

I chose no games and still was able to practice swords. 🤷🏽

I chose no horse riding and she had swords on week 5.
Seems the choice of punishment makes no difference, you just have to visit her in the gardens in the weeks after the punishment in order to spar with her
