As the description says, complete any level with three play-tonics equipped. You start with three empty slots by default. The first tonic you'll get automatically on your way to Chapter 3 from Chapter 2. You'll undoubtedly find many more naturally in the overworld, but the Tonic Mania (30G) achievement solution has a list of all tonic locations.
