After collecting 30 quills from Shipwreck Creek (which has 10) and the first grand tome world, TribalStack Tropics, head to the center temple ruin and jump or roll up to the middle. There you will find Trowzer selling moves for 30 quils. Any of them help progress the game, but Sonar Shot will get you the Dr. Puzz achievement by activating the sleeping pillar behind Trowzer.

In order to purchase moves from Trowzer, you need to have collected enough Quills to do so.
The first place you can purchase a move from Trowzer is in Tribalstack Tropics, at the Temple that is located in the center of the map.
Each move will cost you 30 quills and he has 3 available. I personally saved up enough Quills right at the start to be able to purchase all 3 moves at once (Sonar Shot, Slurp Shot, Buddy Slam).

Trowzer is the red snake that you meet at the very beginning of your adventure. The moves he gives you in the hub won't count towards this trophy though, because they're free of charge. In order to obtain this trophy, you will have to locate him in the Grand Tome Worlds and purchase (with your collected quills) one of the moves he offers.
