Pretty simple, just use every characters powers once. Some powers may require you to be fighting someone to land the attack on. Hold RT and hit the A,B,X, and Y buttons to perform them, possibly waiting for your power bar to regen in between the usage. This also requires all 12 characters to be unlocked.

Had to attack someone with rocket to get achievement.

Just wanted to make a side note. When I was trying to activate each characters power I was doing it on the level where you can just enter the color code to open the vault that lead to the Riddler and save the game. The reason my achievement didnt pop was because for some powers you need to actually attack an enemy and not just activate it. Batgirl had a power which you need to attack someone in order for it to work.
