When you unlock the goblin market you will meet 4 characters from the market, at the end of the corridor to the right you will find the one who sells armor and helmets, the important thing here is that when choosing the helmet at the end you make sure to buy the item that appears in "equips with", when you equip both pieces of the set in the moon gate the achievement will be unlocked

You can get this by going through the Dusty Jails area, to the Vanguard dungeon after getting the Silver Master Key from the Full Moon section of the Drowned Caves.
This is the first hard node I found, with a boss called Sir Goldrig. Defeat him to get the Righteous Slayer heavy armor, and Holy Heaume helm.
