Shops are a room that can spawn in a floor throughout any run, so you wont have trouble finding any, the main thing is having enough money to buy everything. There are typically 3 items for sale (whether its weapons or perks), you have to buy all 3 avilable items from a single shop in order to pop this. AGain, easy enough, my advice is to go for this on an easier difficulty AND a quest that has at least 3 floors, so you can buy out a shop on the last floor of the quest, as this will give you the best chance to clear out all the rooms, and get as much money as possible!
