When going towards this achievement I got stuck, I used this video done by NGTZombies, not exactly a walk-through but did the trick.
Note: He goes back through the window but you want to go down the ladder, you cannot open the door until you get the decoder which is later on.

this video is quite a ways before you're told about the tower of london to call for evac. this is even before you get the keycard to open the armory door to obtain the C4. episode 10-11 is far more useful than episode 7 in the playthrough.

After finding a Doc note for the Doctor, you'll begin a mid game evacuation process and will blow open a blocked hole with C4, right after you gain this ability. You'll then continue on through this hole and eventually reach London Tower. Once you reach the location, you'll unlock the achievement. Inside there's a conveniently located shortcut which you can unlock so you can quickly save the game at the safehouse and come back anytime to continue the story.

After getting the 2nd of Dee's letters, you will find C4 and be able to get into the Tower of London.
